Das Vertrauen in Politik, gesellschaftliche Prozesse und Institutionen schrumpft derzeit rapide. Dabei ist Vertrauen, gerade in krisenhaften Zeiten, eine wichtige gesellschaftliche Ressource. Ohne Vertrauen kann aber keine Kommunikation, geschweige denn Kooperation gelingen.

Roland Roth plädiert für ein neues Verhältnis zwischen Staat und Bürgern: Nur das Wissen und das Engagement der Vielen macht unsere Gesellschaft zukunftsfähig. Das Unbehagen an der politischen Alltagspraxis ist weitverbreitet. Zugleich aber engagieren sich Bürgerinnen und Bürger mehr denn je in Initiativen und Projekten – überall dort, wo sie den Eindruck haben, Gesellschaft wenigstens im Kleinen mitgestalten zu können. Damit ist viel gewonnen, aber lange nicht genug, stellt der Sozialwissenschaftler Roland Roth fest. Das Prinzip der repräsentativen Demokratie stößt an seine Grenzen, nötig ist eine strukturelle Aufwertung der Bürgerbeteiligung. Voraussetzung dafür ist eine veränderte Haltung auf beiden Seiten: Die Bürgerinnen und Bürger müssen selbstbewusst neue Wege der Mitgestaltung einfordern, die Politik muss bereit sein, die Kompetenzen der Bürger anzuerkennen und Macht zu teilen.”
